Is it possible to use the filtering options to find out which persons received an external note. I'd like to generate a summary which gives me all pending requests which have been send as an external note. Or perhaps this is possible with a sql query?

It's not currently possible to query for this information. You could add a custom field to track requests which are waiting on external replies or perhaps use a status type for that as well.
